August 16, 1919

           The Treaty of Versailles shall not be passed unless certain changes are made. If, and when, this happens, I and the rest of us reservationists will consider voting for its approval in Congress. Even if only in spite of Wilson, I refuse to agree to the Treaty of Versailles unless dramatic changes are made that have been suggested by the reservationists.
